During a private ceremony at Cardiff Canton, 08951 was named Fred by David Matthew, the depot manager. Taking place on the 21st July 2003, Fred Billet was a fitter, who retired from Canton in 1999 after 50 years of service.

Latterly working in the ASW yard at Cardiff Tidal, 08951 was removed on the 25th April 2004, leaving South Wales for Castleton, from where it replaced Warrington bound, 08782. With the arrival of the returning former pilot, the EWS liveried 08 was taken away by road, en-route to Allerton on the 6th December. Seven days later ( 13th ) and after assessment, it was placed into store, moving to the WNTS pool.

Previously at Allerton, left for South Wales by road on the 5th April 2007. Two days later, 08951 was deposited at Margam and subsequently recieved repairs and attention.

By the 22nd March 2008, it was transferred to Cardiff Tidal, spending just under a month there before being moved again, this time to Newport ADJ, to cover for the emminent transfer of 08921 to Fowey Docks. On May 19th, it was back at Margam for repairs and on the 1st June 2008, 08951 was officially put into store. While at Margam, it recieved a main generator change. On the 19th June, with all repairs completed, it was taken by road and deposited at Cardiff Tidal, replacing 08921, which had gone in the opposite direction. On the same day, officially, it was returned to active use, by being taken out of the stored WNTS pool and transferred into the active WSSI pool.

On the 21st January 2009, 08951 was removed from Cardiff Tidal, and taken by road to Margam for repairs to a leaking radiator. Repairs all completed, 08951 was transferred back to Tidal on the 19th February. Tripped the short distance by 08567, 08951 was taken to Cardiff Canton from Tidal on the 27th June, where it recieved an C exam. Things obviously didn't seem right with the inspection, as it was stored WNTS on the 7th July. The next day, it was loaded and removed from Canton, leaving South Wales for the East Midlands, to where it was deposited at Toton later on in the day. Whilst there, it is due to recieve new wheelsets.
